Ethiopian Millennium Rural Initiative
Rural Ethiopia, which houses the bulk of the country’s 77 million
inhabitants, is plagued by one of the most dysfunctional
health care systems in Africa with extremely high levels of infectious
and communicable diseases, infant mortality rates
and an ongoing HIV/AIDS epidemic. In order to address this
situation, the Government of Ethiopia (GOE) launched an
extensive health sector reform program in 2005 and is in the
process of establishing approximately 3,000 Primary
Health Care Units (PHCU) throughout the country, each comprising
one health center and five satellite health posts to
serve 25,000 people.

The Clinton HVI/AIDS Initiative (CHAI)-Ethiopia has secured
funding for the Ethiopian Millennium Rural Initiative (EMRI)
which aims to provide support to 50 rural PHCUs over a period
of three years. The initiative will provide financial, technical,
equipment, and other support to the Health Centers and Health
Posts located in the targeted PHCUs. The initiative is expected
to enhance accessibility, utilization and quality of health services thereby setting a replicable example of a comprehensive primary
health care service.
YSPH faculty are involved in an external evaluation to determine the impact of the
3–year EMRI on several indicators including morbidity and mortality rates of the rural population, especially pregnant women and
children; access to and utilization of health services; mother–to–child HIV transmission rates and treatment with anti–retroviral
therapy (ART); and quality and cost-effectiveness of services, in the 50 primary health care units.
